I contacted support about this, and they told me that unlocking the bootloader was not supported for Fi network phones, which surprised me, as my old Pixel 2 was bootloader unlocked, and I could enable OEM unlocking on my refurb phone, it just wouldn't stick around when I booted into the bootloader.
